The sentence "The Filipinos were attacked by the soldiers" is an example of a passive voice. Passive Voice is observed in a sentence where the verb is acted upon the subject of the sentence. In the above sentence, the subject is the "Filipinos" while the verb is "attacked". However, the doer of the verb is the "soldiers" and not the "Filipinos". Another characteristics of a sentence in a passive voice is the presence of the preposition "by" but not all passive sentence have it. For example, "The Filipinos were attacked."
On the other hand, Active voice is when the subject of the sentence is the one who performs the verb. So, if the above statement is transformed into its active voice/form, it will be: "The soldiers attacked the Filipinos." In this form, the subject and the doer is both the "soldiers".
