Legal - because drug addicts still have human rights, they are entitled to a lawyer and fair trial. Instead of focusing legal minds on bigger issues, they need to dedicate a portion of their time defending drug addicts.
Economy - the economic implications are endless. Because of drug addiction, there are areas where businessmen rather not go because of the presence of many addicted people. This hampers business growth which eventually has a negative effect on the economy. Losses as well because of robbery from drug addicts are big.
